Waterbox 65.4 Return Pump Question

So I searched around and saw someone posted that WB recommended to them max flow to 650 gph but on their website, they recommended Sicce 3.0, which is 714 gph. So I'm a little confuse to which is correct?

I have the Sicce 3.0 but have to turn it to minimum. If anything more than that, the return chamber drops water level and the return baffle is almost to the top, is it too strong???

The Sicce 3.0, with a max output of 714 gph, will be pumping well under 650 gph after head loss from plumbing.
