Waving Hands Triming question

I have waving hands that is getting outta control, Can i just use scissors and trim this stuff back i cant take the rock out since its at the bottom of the tank..

anyone with suggestions

Get a metal tool of some sort and peel it off of the rock, it should have a fairly stiff mat growing down that peels up surprisingly easily.

i can see the white mat i tried tio pick it with my hands but it wont come loose ..what it is doing is getting to tall not really spreading just the height
