What are the laws around collecting from beaches?

I'm from the Gold Coast qld, and I'm considering seeing up a tank using a lot of naturally collected items - sand, rock and water to start with. I don't know if I can find or catch any life of note.

But before I even consider this, what are the laws around it? It's been pretty difficult to find clear guidance on the gov websites.

As you noticed, it isn't easy to find straight information on this. As a rule of thumb, I consider everything forbidden until I can find a government site that says otherwise.

Water is fine to collect without a license and I am pretty sure sand is too, as long as you don't take a truck load.
Fish need a license and the last time I checked anyone can get it online, jsut like a fishing license. Certain species and sizes are regulated.
Invertebrates and rocks require a collector's license, which is only viable for commercial purposes.
