What are these dusters?

these are popping up all over my tank good or bad? I am fairly sure there a duster. There white and the second picture I had to share to its beautiful but small it was taken with my macro lens but not sure it looks like it has a base on it not a tube

probably little fan worms. Kind of look like hydroids in the first pic, but I'm thinking they aren't hydroids.
