What could be wrong with my lights?

I replaced my t5 lights in January with all ATI lights, 2 blue special, 2 blue plus, 1 purple plus and 1 true actinic. Since I got the actinic it didn't seem to work correctly. It never seems very bright and sometimes wouldn't turn on. I changed its position and it turns on regularly now but doesn't seem very bright at all. But now my lights all just don't seem as bright and when I look up at them there are dark edges, maybe an inch or two from each pin seems rather dark.

Could something be wrong with the actinic bulb that would affect them all or could something be wrong with my fixture? The fixture is a Current, about 2 years old.

Thanks for any thoughts on it.

depending what other lamps are on the same ballast as the actinic, yes other lamps may not work correctly

Thanks, I guess I'll have to pick up another T5 light and see if it changes things.
