I get this along my sand bed as well, especially when I don’t disturb it with a gravel vac. Here’s a not so great picture for reference. This was taken about a month ago but I had it handy for reference.

Absolutely! I wouldn’t be afraid to scrape it out. I’ve always thought mine was some kind of cyano algae that prefers to be in that area. Especially due to it coming off really easy. It doesn’t come back for a while but over time if I don’t disturb the sand in that area it comes back.
