What is this Algae on my Rocks?

Ive had this once before thinking it was bryopsis so I treated with Kent Tech M and did a lights out for three days. It dissappeared for about a month and came back. Ive tried the kent tech again and its still there so Im assuming the lights out is what made it go away. Can anyone tell me what this is and how I can possibly get rid of it? I run biopellets and GFO.

I believe dinoflagellates.

+1 looks like dinos to me as well. Do a search for dinoflagellates, there is a 50 page thread on people killing it with hydrogen peroxide.
