Bad pic, can't tell what we are looking at. First thought when talking about round bubbles is Bubble Algae.

I looked up what bubble algae is, and it is pretty much identical. There is some more lower in the tank that look less brown.

Bubble algae. Take the rocks out of the tank and scrape off the bubbles in a bucket. if you pop them in the tank the seeds will spread to grow more and more.
