What kind of algae/bacteria?

Looking for help figuring out what this crap is. At first I thought it was red slime so I did a treatment and nothing. People suggested it was a bacteria and to try 3 dose of cipro (500mg per 50g) and I have had minimal results. If you stir the sand and brush the rocks they will look good but after a few hours it seems to reform. I am currently running GFO at 1/2 dose because I did not want to drop anything to fast.

dKh - 9.4
NO3 - 11.2
PO4 - 0 now was .123 on previous test. Going to discontinue GFO.
