What order to paint and water coat stand?

So i made the top of my stand out of mdf particle board which I know should not get wet which means I am going to coat it in paint and water retardant. The only thing I need help with is advice on what order to apply what. I have indoor paint I plan on 2 coats and indoor water retardant. Should i apply retardant first then paint or paint then the water proofing

How many coats should I do? 2 or 3 of paint

Enough so its completely covered.
I did like 3 then sealed it with a clear sealant 3-4 coats.
Make sure you paint top bottom and sides and seal all of it.
