Welcome to R2R! You didn't mention what types of coral are not growing for you but you do need at least one more XR15, probably two more for a SPS dominate tank. One more is probably fine for soft coral and LPS with a little SPS higher up in the tank.

Freshwater filter only or is it? Have you ever used an HOB filter on a saltwater tank?
