Stagnant surface, likely some type of bacterial bloom. Not a big deal, it surface agitation will keep it from forming.
But thats the thing the return pump running and the buildup is there

I get the same thing in my return pump section because the water is stagnant.

The pump is sucking below the surface so it never agitates or breaks the surface tension. Like BeanAnimal said it remains stagnant in that chamber and gives it a shot to collect.

If it bothers you throw a small pump in there to agitate the surface, you won’t see it again.

Create surface agitation somehow. A tiny power head or something.

Actually i fixed it. The skimmer wasn’t working properly causing all these organic buildup after i turned off and on the skimmer the return chamber clear again odd indeed.
