What's up with my Goby?

So a little while ago I had bought (what the store told me) was a watchman goby and pistol shrimp pair. I got them on a huge discount because the pistol was missing both claws, and the "watchman" was starving to death. Turns out, the Goby wasn't a watchman, and was one of those sand sifters instead. Long story short, that little goby didn't make it, I couldn't help it enough before it passed.

Recently, I went and got an ACTUAL watchman goby. But he's found this one small shell, and made a half-done pit next to it and just.. sits there? I've got a whole big tank with tons of rockwork for him to explore (and a pistol shrimp hiding somewhere for him to find). Any reason he chooses to be right there?? He "defends" his little shell from the clownfish and Wrasse whenever they come over to say hi, so he seems pretty happy to be where he is. It's just.. an odd spot..

(Sorry about the image quality, my phone camera hates the colouring of the lights. It looks completely different to the naked eye)

They'll pick a spot they like and that's "home". Do you know where the Pistol is? Maybe get them both and put them in an acclimation box together and see if they'll pair up? Once paired, release them together back to the tank and they'll hopefully stay paired.
