Where to upsize plumbing 1" drain to 1.5" sump bulkheads

Looking for some advice on plumbing a tank with 1" drains to fit a sump with 1.5" drain bulkheads.

Does it matter in terms of resistance or changes to laminar flow if the pvc reducer (expander in this case) is near the tank end of it or the near the sump end of it?

Do I want a longer run of 1.5" PVC for the least resistance?

If you are targeting the maximum flow you will want to minimize the 1"
