This yellow tang has been in my tank for 8 days now, and is still glass surfing. Even when I'm feeding the other fish, it still continues to glass surf... and I don't notice it grazing either.

Today I noticed there's a white looking spot on the fin. Any idea what this is? Lymphocystis?

Looks like lympho to me.
Good water quality, low stress, live macro, nori, varied diet should keep it in check. (Of course, you can supplement with beta glucan and other vitamins.)

I have 2 fish that “break out” when stressed. It clears soon after.

I would say Lymphocystis. Don’t let that be a distraction, the real challenge is to get it feeding and watching for any new fish issues like ich. Can I presume the reddish colors are just from the lights?
