Can anyone identify what the white things are? Tube worms?

Ok.

I don’t think there’s anything I can do about it right? Even if I cut or remove them, they’ll eventually grow back.

Pretty much. But again, leave em be, they don't hurt anything. In fact, they will uptake some of that marine snow... but if it absolutely must die, get a fish that will eat what it sees. Copperbands come to mind and wrasses...

Also your honestly goin to have to go through each rock, depending on how long it's been since you've noticed them. Cause they will spread.
