I have had a Teklight T5HO 4ft 54w x 6 with no fan because their lamp output "emits very little heat" printed on the manual. It's been working flawlessly for about 1 yr. Recently it's running super hot and I can feel my room a lot warmer. Could it be time for me to change the bulbs? Or their "cool" technology is wearing out?

I think every t5 fixture should have a fan. I had a 6 bulb ati fixture that ran really hot right out of the box.

try facing toward fixture, and then try facing away. I think facing away to pull the heat away from fixture and tank
