Why is my hippo tang doing this?

That behavior is usually because of ich, I'm afraid. Are there any whitespots on him? Maybe around the pectoral fins?

Usually this is indicative of a parasite such as ich, velvet, flukes, etc.

Could be many reasons why. Are you seeing any white dots on the fish? How long have you had him? Do you QT?

There is a few medium sized white dots on him. I had him for about 4 weeks. He just got put in to the main display a couple of weeks ago after he got quarantined.
