Would you call this heavy breathing?

Hey everyone I just got home from work and had a fish shipped to my house. I open the foam box and there's no heat packs in there. I measured the temp and it was pretty low. Just worried about introducing this fish and having issues.

I would consider that heavy breathing. I'm amazed that it's still alive at that frigid temp
