I would go by the recommended tank size on bulk reef supply website. I have little to no experience with hob skimmers but I agree that Reef Octopus is a good option when it comes to skimmers generally speaking.

A skimmer doesn't take the place of a HoB filter though. I use both as they have different purposes

Whether to oversize it really depends on your stocking and feeding level. I am a huge believer in very heavy feeding and have found i always need to significantly oversize my skimmer. There is no magic to the skimmer size ratings other than basing it off estimated need for a given tank size.

For sumpless systems I’m a big fan of Tunze 9012. I’ve used them a number of times. It goes in the display but it’s pretty small is good about not releasing many micro bubbles.
