There's a chart somewhere but basically the flow rate dictates what the UV will be effective against. The very basic rule without specifics is slow flow is effective against pathogens parisits and faster flow for algae.

I'm thinking about either installing it submerged in the first chamber of the sump with the return running into the second chamber, or maybe on a board that holds 3 of my lights that's behind the display tank or there is also a board behind the sump that I could mount it on.

I'd would say that is somewhat optimistic advertising. It will help with pathogens but in general you want a larger UV with a slow flow rate for true pathogen elimination. The UVs sold as clarifiers are generally too short a UV tube to be able to get the contact time needed for pathogen elimination while still having sufficient flow rate to outpace pathogen reproduction. However, that mainly applies to an active outbreak. As long as the pathogens are present in low numbers it is quite possible that enough of them will be eliminated, even in a unit set for algae remediation. In other words, it will help and if it is just a few pathogens it may kill all or at least hold them in check enough to never be a problem but a clarifier setup will not kill off an active infestation.
