Camden,
Please don't dose the Fluconazole just yet. It will set up bad habits for down the road. Chemical fixes should almost always be last resort.
Your tank is going through a phase, a difficult phase. When we talk about needing to have patience in the hobby, this is one of the areas we mean. Chemicals will clean it, but it will not fix it.
Here is my suggestion: Your tank is 65 gallons so it probably has about 52 gallons of water in it. Do a five gallon water change (a little under 10%). while the old water is out and before you add the new water pick a rock and clean it. If you can remove it even better--put it in a tupperware and just keep plucking until it is clean. Tweezers help with this. Put the rock back then add the new water.
Do this again weekly picking a different rock each week.
In the meantime, save up to buy a Nitrate kit, it doesn't have to be fancy, Salifert is what I use. If you can swing it get a few Trochus snails. Report back to us your Nitrate.
The idea is two fold: the water changes will start to reduce your Nitrate and Phosphate levels and the plucking will both remove nutrients and give your CuC a chance to work on the rock.
There are times when manual labor is the only lasting fix in a reef tank. Algae blooms are one of those times.
