Some of mine do. Most of my lfs sale systems are fully quarantine systems.
One won't sell them for certain amount of time.
Most probably don't. And longer kept fish and quarantine will most likely result in higher price.
Not all bad just have to see local lfs and how they handle them.
My lfs has a quarantine room

Try searching in bar at top on r2r.
Again you will find horror stories on most fish. Some fish more than others.
Dwarf angels can wreak havoc on a reef

Im debating what to do with the Lr. Will dipping it in hyper saline water (35-40) work to drive the pests out then I can rescue the ones I want?

What are your opinions on the best fish for a 20 long? Don’t say like ocellaris clowns or something
Blennies are super cool fish with tons of character and also do work like eating algae and pods and things.
I happen to love clowns and am building a designer clown fest in one of my sumps.
If your going with gulf rock id definitely look at a wrasse its going to come with tons of pods and critters that can quickly take over a 20 gallon in no time if population is left unchecked.
Blennies and clowns won't take any shenanigans from wrasse and should keep in check.
