I think 3-4 would be ok in a 13.5 if they inhabit different areas and there’s enough rock structure, the blenny dwells inside the rocks, the clingfish lives on glass/ on top of the rocks then the jawfish lives in the sand

Tank may run a little small for a jawfish. There are plenty of gobies that fill a similar niche though. My shark nose goby was very entertaining with its burrowing.
Not sure if clingfish will fit (I don’t know much about them though)
Tailspot blenny is the best blenny for the tank.
 
You could get like a 10g macro tank with 1 as only fish and mabye like a arrow crab. They are solitary fish and can’t have bright lights, they live in deep water

Sailfin gets same size, jawfish is site oriented and the clingfish get 2 inches and aren’t active.

small guy, only around 2 inches full grown. Only mean to inverts.
You probably are thinking of some of the larger wasp fish (my fault, I didn’t specify Pygmy)
