You guys are talking about him not being able to keep a mandarin unless in a 40g but no day notices the fact it’s a 29g tank and he said he has a sump.
@JosephM how many gallons is the sump?
20 long so in all maybe 15 extra gallons (water level is pretty high)

What I said was that my 40G (specifically, 40G display and 20G sump) was not able to sustain a mandarin (I tried one captive bred, which did not eat frozen as stated, and 1 wild-caught) without frequently supplementing pods. I expect that his tank will fare similarly unless he is willing to culture/buy pods.

As he is interested in culturing pods, a mandarin should be fine.

Just because he has a sump doesn't mean he can irresponsibly overstock the tank

Way too many fish for that tank. You can keep a Mandarin in a tank that small, but you will have to externally culture copepods to keep up with the Mandarin's demand for food.

I wasn’t saying that he should add it to his list but perhaps remove some others to put it in and that he could put one in if he cultured pods externally
