3ga pico tank

I got a (I think it's a JBJ) 3ga pico tank. It was supposed to be a hospital for any fish....but everything in my 40gal tank seems to be doing well.

I wanted to get some sea horses (small) and put them in there.....but would they have a good quality of life in a 3gal pico tank?

Is it advisable to put sea horses in a 3ga pico?

I want to put something in there....but I can't figure out what fish/etc would be ok with only living in a 3ga tank?
 
You could do dwarf seahorses, but they pretty much only eat live brine shrimp.
 
It's not too hard just time consuming.
