Hello,
I am trying to determine lighting for my 5’ x 24” x 24” anemone tank. My budget is around 600-800 what would you recommend?

Five foot long with only $800 is going to be rough. The only lights in that range with the coverage for that kind of size would be those Chinese "black box" types of lights on Amazon.
I was thinking of using 4 prime 16hd or maybe stretching my budget to 950 and doing 3 hydra32 or 3 kessil 360we. Do you think any of these options will work for anemones?

Would a 48” aquatic life t5 hybrid with 2 or 3 prime 16hds be too much light for anemones. If I was to do this what t5 bulbs would you recommend?

I don't have experience with Hydra's, but I do have various Kessil's. Kessil recommends 1x360WE per 18" of length for SPS tanks, so 3 would just make it on yours. I do know the Hydra's have to be mounted higher than Kessil's... Like 13" over the tank vs 8-10" for Kessil's. If you can get 3x Kessil 360WE's for under $1000 I'd go that way for sure.

I have a reefbreeders photon on my 60x24x24 and added 2 lumen bars but the photon itself was plenty of light

u can go with the non-dimmable ATI 48" 6 bulb is around $600 while adding a Reefbrite LED. In my cube, I have 6 bulb ATI w Reefbrite and my BTA's are thriving, one just split into 3. Bulbs don't have to be changed every year, I change mine at 1.5 to 2 yrs mark w no adverse livestock or algae affect.
