You will be extremely limited in fish to keep. Really the only fish thats suitable are the neon cleaner gobies (the really tiny gobies) and thats it for fish

No those get too big. Astrena stars or micro brittle stars are really the only stars that can go in such a small tank

I'd say, embrace some cool inverts here. In a small tank, tiny guys can be the star. Maybe take a look at some Rock Flower Anemones and Sexy Shrimp. I've suggested RFA's and Sexy Shrimp so many times recently, I'm thinking of doing it myself lol!

For a fish take a look at the transparent cave goby. I have one in my 15.
