I would definitely do a couple water changes a week for a few and see if you can lower the nitrates some. Maybe around 4 gallons 2x per week and see if you can get them down. Also watch the angel, they definitely can eat corals, but would lean toward water quality as the cause for now. Good luck and keep us posted!
 
My acans were not doing too good in my low nutrient tank that is SPS heavy. I moved them to my zoa tank with dirtier water NO3 5-10 ppm and PO4 0.1 and they are coming back strong. PAR and water flow are very similar in their new location in the smaller tank.
 
You should also look into why the nitrates are showing so high. You said it's a 20g tank. How many fish, how much and how often do you feed? And...how do you remove detritus? All of this is going to factor in...especially in a small tank like that.
