I think what he means is he mixes the powder with an amount of water less then 1000ml and if once the powder has been added it’s still below the 1000ml mark he tops it up to 1000ml…which is exactly how I do it too.

This^. Plus, I do mine by weight, not by the scoop. It ends up being a hair under 1000ml once mixed… probably like 960ml… then top it up to equal 1000ml exactly.
