Shaking is usually a sign of submission for these guys. Where does she hang out? My male and female would stay apart until laying eggs. Then they would separate again. This was when there was multiple anemones. Once I cut it down to two large on the same rock, they stayed together.

How is he harassing her? Biting? Chasing? With many nems, he may think about trying to dominate and become female.
