What am I dealing with here? Are these dinos?
Seems to only be happening on my once bright white frag plugs.

agreed not dinos I get those too above in my tank. they must be simply hand guided out of the tank. remove all infected areas and use a knife tip to scrape free and rinse the growth off outside the tank, restoring all frags and rocks to the pre-invaded condition. don't alter water params to chase it, its cause is import not nutrients. less white light helps suppress

I put peroxide on my cleaned surfaces after rinsing (it never contacts coral) to handle any stragglers. repeat as needed until system matures without it. quarantine all imports to stop re import. most wont do that for frags, so a post invasion action is needed and manual scraping + cheat cannot be beaten for a guaranteed non invaded condition. all other moves allow variation in the invasion levels.
