Algae issue

I was checking my rodi water from my lfs with my Hanna meter for phosphates and it’s reading 0.10…. Is that an acceptable level? Iv been dealing with algae like crazy the last month and have been manually taking my rocks out and scrubbing them and doing 4g water changes and I cannot get this algae under control. The tank is only 15g and 7 months old. I have a pair of clowns and one baby cardinal and a wash goby and pistol shrimp. The tank was doing great and about two months ago started fighting this algae. Some of the lfs tanks look similar to mine so I tested the water I get my salt and top off water through them

You could take a media bag and put some phosguard in it. Put that and the water in a 5 gallon bucket for a soak.
