My 1/4" tube for Alkalinity keeps clogging after a few days. I have the tube about 3" above the water line. I was under the impression that if the tube was away from any water splashing, it would not clog. Can anyone provide any suggestions on how to eliminate this issue?

This happens to me and everyone that I know. Cutting the tub on an angle will help somewhat, but you will still have to check it from time to time. Once every week or two I have to roll the line between my finger to unclog the tip of the tube.

How about running top off water from your RO reservoir into the alk line with a "Y" fitting. This would flush/rinse the end of the alk hose throughout the day as top off water is called for periodically. Used to have this problem when I had a tank and have been thinking about it again as I am planning on getting back in the hobby so I can't prove that it would work but seems as though it should.
