Apparently Coral Fish Hawaii and The Pet Depot over on Oahu bring in farmed live rock from a guy on Molokai ever so often, definitely going to be getting some from them after I get my tank setup. After some research, zoas and palys are legal to have as well as legal to obtain from the open ocean but with a special permit. As for SPS and LPS corals, illegal to take from the ocean and illegal to have in a tank unless you have a permit for "educational" use. (NOTE this is just information Ive been reading about. If anyone knows further information, please chime in!)

As for importing fish, most likely going to stick with buying from LFS and at its furthest, from Oahu. Dont want to risk the fish not making the trip overseas.
