Another Cyno (Red Slime) Question

Hey...
So I am battling cynobacteria for about 4-6 weeks now. Two weeks ago I decided to put Red Slime into the tank and it did an amazing job clearing the rocks and such. In addition, I started running Red Sea Carbon in my tank.
My sand bed is starting to again show signs of cyno although the rocks and corals seem much better and recovering.
How do I clean my sand bed without sucking out all the sand?
What do I do about this cyno issue?
Parameters listed below... thanks in advance for your help.

Parameters:
Nitrates 8.5
Phosphates .02
Alk 9
Salinity 1.024
PH 8.2-8.4
***all parameters measured using Hanna checkers, and monitored with Apex***

As for cleaning the sandbed, i use a Python. It's doing a great job. You can use any sand vacuum for this, most work in a similar way.

As for the cyano, does it show in areas of low flow?

Yeah, it shows on sand bed mostly, but I don’t get it because I have 2 MP 10s and they sit about 6 in down from top of tank. Should I lower them more.

Add a competitive bacteria like microbactor 7 or dr Tim’s . Cyano is a bacteria . Also imo I would raise my phosphates and nitrates .increase flow .
