Equipment is brand new. Been running for almost one month now. I'm still trying to figure my skimmer out. Right now as it is, head looks nice and stable, and even has a funky yellow tinge to it. But it barely reaches half way up the neck. The top half of the neck is more or less just normal foam. Nothing collects in cup.

Is this normal? I know there's nothing to skim yet so I am just curious if this is what its supposed to be in the early stages.

Yes, you definitely need something in the water to skim if you wish to see how well your skimmer works. Turn the water adjust knob clockwise just a little to see the water rise in the neck. Good luck :)
