I’ve seen a couple of these on the rock and 1 on the trunk of my torch as well but I have no clue what they are , they look like lil tubes if anyone has any info I’ll appreciate it!

I just notice they’re coming out of my dead candy cane where my crabs like to hang out
 
Vermetid snails.
Would it be safe to say they are dead ? Just saw a video how they eat & I remembered a couple months ago I saw web like on the rocks but since I have not seen any sort of web
 
I would not assume that, no. Sometimes they hang out without their slime net out for a day or two. You can scrape off their tube though with a butter knife or similar and be sure.
