Anyone know what this is?

anyone know what this is on my monti? I've dipped it 2 times and scrubbed it 2 times front and back. I took it off the original plug to scrub underneath the cap and re-glued it to a new plug. After the scrubbing the area will be clean for maybe a day and then this reappears.

It looks like it has stayed the same since it came back, which is a good sign. I'm gonna keep close eye on it and hope it goes away.
