I am trying to get 0-10v dimming for my led lights with a DIY cable from a Neptune Apex. I followed the pics I found online and tested the voltage across the leads on the wire. I got 17v on v1 and 10v on v2. When I turned the variable outlets off, I still got 17v on v1 and 0v on v2. I switched the cable over to v3/v4 and got the exact same results. Any idea what is going on here?
 
Here is the diagram i used for set up. I used a multi meter to ensure i have the correct + and - orientation as the diagram has it both ways.
