Apex eb8

I got a free apex eb8 (the old black one). Im wondering if it still works? Can you just plug it into a wall and power something without an apex? Thinking of getting an apex in the future and wondering if this eb8 still works.

I have always wondered if outlets were programmed to be FALLBACK ON, whether the EB8 it would then act as a typical power strip?
