Apex EB832 - power?

So - I bought a used EB832 off of another reefer on here - it seems that a number of outlets dont work.

For example, my powerhead that was plugged into the EB832 - and working... is now not. I have gone into neptune and programmed that plug to always be on... still not working.

unplug the powerhead and plug it directly into the wall - works fine. powerhead is a nero 3 if that matters to anyone.

Anybody have any ideas? Here are the settings below. what am I doing wrong?

does it work if you manually turn on the outlet?
 
Drag on/off buttons for this EB832 onto main screen. Each has OFF/AUTO/ON positions.
So... I've never been able to drag those - I've tried multiple times.

HOWEVER... for some reason, now this powerhead has power... not sure what I did? Pretty sure I did nothing.
