Say if the power at my house goes out and I don't want my auto top off to go back on when the power is restored will the fallback keep the ato off

No; all Fallback is good for is what state the outlet will be in (on or off) if the energy bar loses communication from the base unit.

You want to use a defer statement for what you're after.
