Apex heartbeat not working?

I am not sure whats wrong. Is there any other settings you have to change other than the option to enable it?
Ive simulated a power outage on my tank by flipping the breakers in the breaker box but I don’t get any notification that the apex is offline.
 
The Heartbeat alarm is not a real-time alert when your power goes off. The first Heartbeat alert will be sent 35-40 minutes after loss of communications. A second one will be sent an hour later, then a third notification will be sent 2 hours after the second one, and so on at increasing intervals.

If you're wanting real-time notifications when there's a power outage, follow the instructions in my Apex Power Monitoring tutorial under the section about integrating the Apex with a UPS backup battery:
