Apex HELP

I bought a used apex unit and I'm have trouble with the initial setup. I had no doubt that I would need a little help setting it up but I cant get past the third step. I plug in as directed, ethernet first, then plug eba8 into outlet, then aquabus from eb8 to head unit. The flashing amber light on the head unit goes green but the eb8 continues to flash. I have 2 eb8s and both do the same. What could be the problem. Did I buy lemon?

The eb8 should stop flashing it's led. Start with 1 eb8 only. Then master reset (init all) to let the apex reset it's module. If the eb8 keep flashing then it is not seeing the base.

before plugging anything into it I would power up the main unit and log onto it using a browser and delete all modules profiles etc. then one at a time add things
