I need to program a pump to run 3 hours, followed by a 3 hour off period. That cycle needs to be repeated 24 hours a day. Would the OSC function be the correct way to implement this?

No, that will make it stop for 6 hours and run for 3.

OSC off/on/off then On.

3 hour off/ 3 hour on/ 15 seconds off before cycle resets
