Apex program for heater and return pump

I am trying to figure out how to turn off my heater outlet if the return pump wattage is 0 but not off. Had an issue last night when the pump stopped but the outlet was still on. I found the code to turn off the heater when the return is off but what about when it’s on but not drawing any wattage. Really could use the help as I haven’t found how to code this. Thanks all in advance.
 
Just tried and get this error. I tried watts first. This is the outlet for my reactor pump.
