What is the purpose of the last line in my programming? Is it necessary? Should I get rid of it?

Think of 'Min Time' as amount of time the outlet must be in the indicated state before it can change. It is a guarantee that the outlet will be in the indicates state (on/off) for no less than the specified time. The time is measures from the last outlet transition (aka, the last time is turned off/on); this last point is the key difference.

I find that if I read “min time xxx then off” as “min off time...” it makes a lot more sense.

As stated above, in this case it ensures that the outlet will be off for at least 60 minutes Before turning in again.
