Apex programming question

I'd like my Carbon Doser to stop dosing CO2 if my peristaltic pump for my calcium reactor turns off, but I also want the program to turn on and off my Carbon Doser based on the my calcium reactor pH if the Kamoer pump is on. Does this programming work? I'm pretty sure I'm missing some code.

Fallback OFF
If pH_CRX > 7.00 Then ON
If pH_CRX < 6.90 Then OFF
Defer 000:30 Then ON
If Kamoer_Pump OFF then OFF

I always forget how defer works .... whether it needs an ON or an OFF. I would do:

FALLBACK OFF
SET OFF
If pH> 7.0 then ON
Defer 002:00 then ON
If output _____ OFF then OFF
