Aquamaxx HOB-1 maximum Water height?

I wanted to know if anyone has a measurement of the length from the bottom to where it hangs and if you could put water to the near edge of the hanging part rather than so shallow, Its for a idea i have and i dont want to buy the skimmer to find out that it work to how i planed it.

I'm confused. It hangs 10.75" below the edge of tank. My water level is 1.5 to .5 inches below the edge of tank and that bracket.
